SES (Senior Executive Service) Applications

The federal government continually looks for men and women with advanced executive leadership skills and qualifications that can continue to transform government. Senior Executive Service (SES) jobs can be found by visiting www.usajobs.opm.gov and performing a search on the keyword “SES.” This site also provides additional background on the SES concept and the ECQ requirements.

The primary selection criteria for SES positions are executive qualifications with a strong focus on the ability to lead. SES positions are for visionaries and achievers seeking a rewarding and active role in the federal government. Critical leadership traits are needed at these executive levels, along with technical skills and qualifications, in order to succeed. One of the keys to the SES application process is the development of compelling Executive Core Qualifications (ECQs). The ECQ subjects are::

* Leading Change
* Leading People
* Results Driven
* Business Acumen
* Building Coalitions/Communication.

These ECQ statements are designed to highlight and identify active leaders and achievers. In the SES executive role, you are expected to make things happen and get results, rather than simply managing a process or overseeing a department. Rejections of Senior Executive Service applications are usually due to the candidate not meeting the executive qualifications requirements or not adequately addressing his/her qualifications in terms of the five ECQ items. Our ISO 9001:2008-guided processes are designed to ensure your special or unique qualities indicating a likelihood of executive success are documented with the proper key phrases and words, and well-formed ECQ statements prominently describing your leadership and visionary skills.

Here are seven questions to ask yourself if you are considering applying for a federal SES position:

1. Do you share a broad perspective of government and a public service commitment grounded in the Constitution?
2. Do you possess solid management skills in order to produce optimum results with limited resources?
3. Are you a visionary leader and able to motivate personnel, build partnerships, and communicate with customers?
4. Are you interested in serving in the key positions within federal government just below the top Presidential appointees?
5. Would you like to serve as one of the major links between Presidential appointees and the rest of the federal workforce?
6. Are you qualified to lead and oversee nearly every government activity in 1 of approximately 75 federal agencies?

7. Do you have the personal and professional passion to serve as one of the top executives in federal government?

"I am a senior executive who was in a very unique predicament. I was conditionally accepted by the hiring authority for an SES position, but the Office of Personnel Management (OPM) did not accept the ECQ statements I wrote. I only had one week to get my new ECQs submitted and approved by OPM. On top of this, if my ECQs were not accepted the second time around, I would have to wait for 12 months before applying for any more SES positions. To put it simply, CareerPro's team came to the rescue. My writer worked closely with me to rewrite my ECQs and submit them by the deadline. OPM accepted them, and I am on board in a certified SES position!" - ARD

Federal Employment Resume

The federal resume for senior executives contains more information than a civilian resume. It is in a specific format, as specified by the federal government. It needs to include the keywords required for the job(s) for which you are applying; for Senior Level positions, it needs to convey the senior-level experience that you have performed during your career, in the most powerful verbiage possible. The resume needs to be complete, with information not typically found on a civilian resume, including Social Security Numbers, full addresses of previous employers, supervisor names and phone numbers, and a detailed listing of education and training.

At ArmyResumes.com, we are experts at preparing dynamic SES federal resumes that highlight your senior-level achievements.

Executive Core Qualifications | ECQs

According to the federal government, "The Executive Core Qualifications (ECQs) define the the competencies and characteristics needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions."

Executive Core Qualifications

Executive Core Qualifications were developed to describe five fundamental executive qualifications: Leading People, Leading Change, Building Coalitions, Results Driven, and Business Acumen. ECQs were designed to assess executive experience and potential—not technical expertise. ECQs measure whether an individual has the breadth of executive skills needed to succeed in a variety of potential SES positions—not whether they are the most superior candidate for a particular position. Each ECQ must stand on its own and describe a Situation, Task, Action, and Result (STAR) or Challenge, Context, Action, and Result (CCAR), as well as combining 27 other competencies within the 5 ECQ statements. As you can see, it is an extensive document.

Most people find ECQ statements very difficult and daunting to develop. Our SES writers partner with you to develop the best answers and address all competencies.

Typically, the federal government requires five ECQ statements for SES positions:

* Leading Change
* Leading People
* Results Driven
* Business Acumen
* Building Coalitions/Communications

Each ECQ statement is one to one-and-a-half pages long. In these statements, you highlight your experience, through examples, of how you have addressed each of these factors. ArmyResumes.com will work with you to prepare these statements. We will develop narratives that follow the federal government model for each factor, including:

* Challenge. Describe a specific problem or goal. * Context. Talk about the individuals and groups with whom you worked, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, Members of Congress, shrinking budget, low morale).
* Action. Discuss the specific actions you took to address a challenge. * Result. Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

Managerial and Technical Qualification Statements

In addition to the ECQ, many SES positions also require managerial and technical qualification statements. These statements, also one to one-and-a-half pages in length, are specific for the job for which you are applying. They need to be answered using the CCAR model noted above. ArmyResumes.com will work with you to prepare these statements. Call us today at (800) 471-9201 for a free consultation.

Cover Letter

The finishing touch of an SES application package is your cover letter. The cover letter will highlight how your experience matches the requirements of the position for which you are applying. ArmyResumes.com produces these executive-level cover letters, clearly stating your interest in the position.
